I'm not too knowledgeable about this. Was she maybe 14 at one point, but she's 18+ now?
I can't really make sense of making a character 14, if you're going to make them look sexually developed like they're in their twenties. Like, if he's attracted to sexually developed bodies (in their 20s, perhaps?), why bother making her *technically 14? That just seems like a conflict of interest.
If he was strictly attracted to prepubescent bodies, and depicted her that way, it would at least make sense, right? But he's basically saying, 'look guys, a cup of coffee!' and it does looks like coffee, but it's actually tea. Does that make sense? I don't understand this at all.

Donaji's younger design has a curved nose and slender physique. But Shi Gu being Shi Gu likes to slightly exaggerate curves, none the less it still doesnt excuse the fact he drew a fucking child in a bikini.
And to answer your first question, no, Donaji is still 14 in Codex Black.
